The "o" and "e" in Boehner's name when placed side by side become what is called a diphthong. To wit:

The congressman insists that his name is pronounced "bay-ner". I am here to tell you that there is no word in the English where the diphthong "oe" is sounded like a long "a". So once and for all, his last name is pronounced the same as what he is...a "boner".
